The Eastern and Southern Africa Trade and Development Bank (TDB) Group has received financing from the World Bank toward the cost of the Accelerating Sustainable and Clean Energy Access Transformation (ASCENT) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the Results Based Financing (RBF) Officer (Individual Consultant) assignment for a period of twenty-four (24) calendar months from contract commencement date. The objective of the assignment is to support effective implementation of TDF's Results-Based Financing programmes through coordination of programme operations, grant administration, stakeholder engagement, verification support, and performance monitoring activities. The detailed Terms of Reference (TOR) for the assignment can be found at the following website: https://www.tdbgroup.org/procurement-consulting/tor-results-based-financing-rbf-officer/ TDB now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services ((cover/application letter summarizing the relevant experience and indicating its relevance to the assignment, detailed curriculum vitae (CV), copies of documentary evidence of academic and professional qualifications). The shortlisting criteria are: A minimum of a master’s degree in project management, Development Studies, Economics, Business Administration, Engineering, International Development, Finance, or other relevant field from a recognized institution. Minimum 5 years of relevant professional experience in programme implementation, grant management, project coordination, development finance, or donor-funded programmes. Minimum 2 years demonstrated working with results-based financing, performance-based grants, challenge funds, blended finance, or similar development finance instruments. Demonstrated experience supporting implementation of projects financed by multilateral or bilateral development partners. Practical experience coordinating multiple stakeholders, consultants, private sector partners, and development partners. Excellent analytical, organizational, and communication skills. Proficiency in Microsoft Office applications and relevant programme management systems. Demonstrated experience in energy access, digital connectivity, infrastructure, agriculture, climate finance, or private sector development programmes. Fluency in English is required. Knowledge of French, Arabic, or Portuguese is desirable.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” First Published July 2016 and Revised Fifth Edition September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
