The U.S. Consulate General, Durban accepts quotations for two (2) new vehicles which meets the following minimum requirements:

Other notes:

  • Vehicle must be new.
  • Vehicle must meet all requirements for legal importation, registration and driving in the Republic of South Africa.
  • Vehicle will be for delivery to the U.S. Consulate in Durban, South Africa.
  • Quote should be inclusive of VAT and include all charges including sealer service fees, delivery fee, CO2 emissions tax, etc.  Do not include registration fee in the cost of the quote.
  • As this vehicle is for purchase by a diplomatic mission, any vehicles imported to South Africa will be custom bonded and exempted from import and customs duties.  Quoted price should exclude MIDP duty and Ad Valorem (diplomatic vehicle, Embassy will provide a Certificate A for custom duties exemption).

• Quotations must be submitted electronically no later than 12h00 on Friday, 11 September 2026 (Local time GMT+2) to [contact details removed].  Late proposals will not be accepted. Please include the following in your proposal:

  • All quotations must be submitted on a company letterhead, indicating the company’s address, contact details and name and email of the contact person.
  • A detailed specification and pricing sheet for your proposed vehicle
  • A completed copy of the attached “NDAA Certificate for vendor compliance”.
  • Provide proof of successful SAM registration

NOTE: System for Award Management is a mandatory requirement to be considered for award.  Offerors may obtain information on registration and manual confirmation requirements via Internet as stipulated in the Clauses.  Please register at https://sam.gov/content/entity-registration .

Quotations:

  • Please indicate our RFQ number on your quote.
  • If shipping from a location outside South Africa, door-to-door delivery charges, directly to Pretoria must be included.  (You must include all charges for shipping, except local customs duties and taxes, for which you will be provided with a Certificate A for exemption of these charges)
  • U.S. National Defense Authorization Act (NDAA) Section 889(a)(1)(B) – Please complete and include the attached PDF document with your proposal

U.S Embassy payment terms:

The Embassy issues only fixed priced contracts; therefore, you must confirm that your prices will remain fixed.  If your price is dependent on the rate of exchange, you MUST make provision for possible increases in your quoted price.   No alterations or pricing changes will be accepted after the Quotation deadline. The U.S Embassy does not authorize Advance (deposit) payments. Payment will be made via EFT into the company’s bank account, 30 days AFTER receipt of goods and proper invoice, whichever is later . Kindly be advised that, as a Diplomatic Mission, we represent the U.S. Government and are unable to sign any legal documents, including credit applications and T’s & C’s.  By submitting a quotation you are agreeing to waive any payment terms that may be in contrast to the above. U.S. National Defense Authorization Act (NDAA) Section 889(a)(1)(B) Solicitation provision 52.240-90 in incorporated by reference. “By submission of its offer, the offeror represents” compliance with covered telecommunications equipment or services representations

Selection criteria:

The U.S. Government intends to award a contract to the responsible company submitting an acceptable proposal at the lowest price.  We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
