REQUEST FOR QUOTATIONS FOR SMALL WORKS Rehabilitation of boreholes FH05 & FH06 – Calumue in Lubango

The Government of the Republic of Angola (GOA) has received funding from the International Bank for Reconstruction and Development (IBRD) and the French Development Agency (AFD) to cover the costs of the Second Institutional Development Project for the Water Sector (PDISA 2) and intends to apply part of the resources to payments under the contract for the Rehabilitation of Boreholes FH05 and FH06 – CALUMUE in Lubango . The Project Coordination Unit (UCP-BM/AFD) of the Ministry of Energy and Water (MINEA) invites eligible bidders to submit sealed quotations for the execution of existing borehole rehabilitation works. The scope of services includes: the supply and installation of all necessary materials and equipment; the execution of all necessary works, including preliminary preparation activities; completion works; all necessary connections; integration with existing infrastructure; final testing; and ensuring the full operational performance and functionality of the rehabilitated boreholes. The work must be completed within 6 (six) months from the commencement date of the contract. The tender is conducted through a national competitive process using a Request for Quotations (RFQ) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” of July 2016, revised in November 2017 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. Interested eligible bidders can obtain more information from the Project Coordination Unit (UCP-BM/AFD) of the Ministry of Energy and Water (MINEA) and request the tender document during office hours from 09:00 to 17:00 at the address below.

The tender document, in English, may also be obtained free of charge by a simple request to the email address below. A site visit will be conducted on September 21, 2026 . Quotations must be submitted to the address below by 10:00 AM on October 9, 2026 . Electronic submission of quotations will not be permitted. Late quotations will be rejected. Quotations will be opened publicly in the presence of designated representatives of the Bidders and any person who chooses to attend in the Project Secretariat's conference room at the address below on 10:00 AM on October 9, 2026 .
