L'actuació té per objecte la restauració i consolidació de les façanes i les cobertes d'aquest immoble, catalogat com a Bé Cultural d'Interès Local (BCIL), amb la finalitat de garantir-ne la conservació, preservar els seus valors arquitectònics i patrimonials i evitar el deteriorament progressiu dels seus elements constructius. L'edifici El Mercantil constitueix un element destacat del patrimoni arquitectònic i històric del municipi, de manera que la seva rehabilitació respon a un interès públic evident, tant des del punt de vista de la preservació del patrimoni cultural com de la seguretat, la conservació i la posada en valor d'un immoble de titularitat municipal. Les obres objecte del contracte s'executaran d'acord amb les determinacions contingudes en el projecte tècnic aprovat, essent aquest l'instrument idoni per donar resposta a les necessitats municipals detectades i assolir els objectius de conservació i rehabilitació previstos.
