The World Bank Group seeks to recruit a qualified Consulting Firm ( the Consultant ) to undertake a regulatory and institutional review and diagnostic assessment of Rwanda’s Industrial Parks (IPs), Industrial Zones, and Special Economic Zones (SEZs) under the Korea Green Growth Trust Fund (KGGTF)-financed Green and Inclusive Industrial Parks and SEZs (GIIPS) Program. The assignment will focus on assessing the legal, regulatory, policy, and institutional framework governing the establishment, development, management, monitoring, and oversight of industrial parks and SEZs in Rwanda; identifying regulatory, institutional, and implementation gaps and constraints; undertaking focused international benchmarking; and developing practical recommendations to support ongoing industrial regulatory reforms. To inform the review, the Consultant will also undertake a targeted assessment of selected industrial parks and SEZs, including their governance arrangements, infrastructure, services, operating environment, sustainability practices, and key constraints. Detailed scope, objectives, deliverables, and qualification requirements are set out in the attached Terms of Reference (ToR).
