Details
The Inter-American Development Bank invites consulting firms to submit their Expression of Interest to analyze and develop regulatory and operational recommendations to identify, evaluate and manage abnormally low bids (reckless bids) in infrastructure concession tenders in Chile.
1. Regulatory and market diagnosis
Analyze the Concessions Law and its complementary regulations, as well as the levels of competition, entry barriers and financing conditions of the Chilean market.
2. Analysis of international experiences
Examine good practices from countries such as Spain, France and Germany, including detection mechanisms, evaluation criteria and measures to mitigate execution risks.
3. Development of operational methodology
Design technical and financial criteria, alert thresholds and procedures to request justifications from bidders and evaluate the sustainability of their proposals.
4. Regulatory recommendations and good practices
Prepare a manual with implementation proposals, possible regulatory adjustments and measures to strengthen competition, the quality of offers and value for money.
Interested companies should carefully review the registration requirements on the relevant IDB portal and ensure that all requested information is completed before submitting their Statement of Interest (EOI).
