The Government of the Republic of Kenya (GoK) has received financing in the amount equivalent to US$390 Million from the World Bank towards the cost of the first phase of the Kenya Digital Economy Acceleration Project (KDEAP). The GoK intends to apply a portion of the proceeds of the credit to cover activities which include assisting the Huduma Kenya Secretariat (HKS) to deploy Huduma Centres in Borderland areas. The activity entails design and implement the refurbishment of Huduma Centres in borderland areas which host refugees and host communities. These centres intend to provide essential Government services, in high demand, efficiently to these marginalized population groups. This bid document covers the refurbishment of three (3) of the centres. This contract will be financed by World Bank : For this contract,the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. The Information Communication Technology Authority, ICTA now invites sealed Bids from eligible Bidders for Procurement of Refurbishment Works for Huduma Centres in Borderland Areas. The scope of works includes but is not limited to the following activities to be executed within the periods as stated. Refurbishment of existing structures to house Huduma Centres as below;

Bidders may bid for one, any combination, or all three (3) Lots. Bids will be evaluated on a Lot-by-Lot basis. Contracts will be awarded to the Bidder(s) offering the lowest evaluated responsive bid per Lot, subject to the Bidder meeting the cumulative post-qualification criteria (Turnover, Financial Resources, and Specific Experience) for the combination of Lots bid for. The contract duration will be 270 days Construction and 180 days for Defects Liability Period (DLP)

Bidding will be conducted through National competitive procurement using Request for Bids (RFB) asspecified in the World Bank’s “Procurement Regulations for IPF Borrowers - Procurement in InvestmentProjects Financing” First Published in July 2016, Revised Fifth Edition, September 2023 ( “Procurement Regulations”), and is open to all eligible Bidders as defined in the ProcurementRegulations. 4.
