Det blir vist til plan- og bygningsloven sin plandel, «innleiande føresegn» og «kommunal planlegging»: Kapittel 4: Generelle utgreiingskrav Kapittel 11: Kommuneplan Kapittel 12: Reguleringsplan Kapittel 12A: Krav om grunneigarfinansiering av infrastruktur m.v.
