Formålet med rammeavtalen er å dekke etatens løpende behov for ekstern bistand vedrørende beregning av kostnader med usikkerhetsanalyse, knyttet til utbygging av offentlig infrastruktur. Det vil i hovedsak være grå-blå-grønne tiltak, som gater, gågater og gangstrøk, turstier, torg, parker og gangsbru, bekker og overvannsløsninger som skal kostnadsberegnes. Imidlertid vil det også kunne være tilfeller der man ønsker å få kostnadsberegnet infrastrukturtiltak under bakken, som for eksempel øvrige vann- og avløpsløsninger og tiltak som flytting av kraftledninger. Enkelte andre typer kostnadsberegningsoppdrag vil kunne forekomme.
