Norsk Tipping ønsker å inngå en rammeavtale for veiledning for storvinnere. Formålet med avtalen er å ha en nøytral og uavhengig samarbeidspartner til å tilby veiledning til alle som vinner premier over to millioner kroner.
Tilbudet er frivillig for vinneren, men Norsk Tipping ønsker å sikre at de som ønsker det får tilstrekkelig med informasjon og gode råd knyttet til det å vinne en større pengepremie.
Samtidig er det viktig at vinneren er innforstått med ulike aspekter knyttet til det å vinne en større premie, slik at vedkommende opplever trygghet i sin nye situasjon og får mest mulig glede av pengepremien.
Tjenesten som etterspørres er hovedsakelig økonomisk og juridisk veiledning. Leverandøren skal ikke gi konkrete råd ift. pengeplasseringer i navngitte og spesifikke objekter. Det er fokus på råd på et tilpasset generelt grunnlag. Det vil si at veiledningen skal være individuell og ta utgangpunkt i den enkeltes livssituasjon, personlige økonomi, ønsker/behov samt premiens størrelse. Leverandøren må også kunne identifisere eventuelle behov på andre områder, som for eksempel mediehåndtering, kommunikasjon med omgivelsene for øvrig, sikkerhetsspørsmål eller psykososiale forhold.
