Background
The National Transportation Safety Board (NTSB) is an independent Federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents in the other modes of transportation -- railroad, transit, highway, marine, pipeline, and commercial space-- and issuing safety recommendations aimed at preventing future accidents. The NTSB has a requirement to purchase one (1) pulsed laser cleaning machine. This equipment will aid in the removal of rust, contaminants, coatings, and paint from portions of accident wreckage and components so that examination and testing can be performed. This type of evidence surface preparation has traditionally been done by contracting a third-party vendor for sandblasting. Laser cleaning is less damaging to the underlying material than abrasive sandblasting or chemical methods of surface contaminant removal and will better preserve the condition and features of the evidence under examination. Laser cleaning will also reduce the amount of hazardous material waste generated by sandblasting and chemical methods of surface preparation.
