The Government of Puducherry, India intends to apply for financing in the amount of US$ 119.70 equivalent from the World Bank toward the cost of the Strengthening Coastal Resilience and Economy in the Union Territory of Puducherry (PY-SHORE) Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this Project. This Project will be jointly financed by the Government of Puducherry. The Project will include the following components: Strengthening Institutional Capacity for Integrated Coastal Zone Management (ICZM): Development and implementation of Integrated Coastal Zone Management (ICZM) Plans, Decision Support Systems (DSS), Marine Spatial Planning (MSP), analytical studies, environmental monitoring systems, capacity building and institutional strengthening. Shoreline Management, Coastal Protection and Conservation: Shoreline management, coastal protection and stabilization measures, Southern Reef construction, nature-based solutions including mangrove restoration, coastal habitat restoration and sand dune rehabilitation, coastal aquifer recharge, Green Cruise Terminal, eco-tourism infrastructure and other coastal resilience investments. 3. Enhancing Livelihoods for Communities Reliant on Natural Resources: Climate resilient coastal fishing villages, modernization of fisheries infrastructure and fishing harbours, sustainable fisheries, eco-tourism development, livelihood enhancement initiatives and other blue economy interventions. 4. Improving Marine Pollution Management and Promoting Plastic Circularity: Interception and diversion of sea-bound wastewater, marine plastics management, fishnet collection and pre-processing centres, Material Recovery Facilities (MRFs), environmental monitoring and other interventions to reduce marine pollution and promote circular economy. 5. Project Management: Establishment and operation of the Project Management Unit (PMU), project management, technical assistance, monitoring and evaluation, procurement, financial management, environmental and social management, communication, stakeholder engagement and institutional coordination. The Project is expected to include procurement of civil works, goods, non-consulting services and consulting services. Major procurement packages are expected to include coastal protection and environmental infrastructure works, fisheries and tourism infrastructure, laboratory and monitoring equipment, information technology systems, technical assistance and project management consultancy services, consultancy services for preparation of Detailed Project Reports (DPRs), Environmental and Social Management Framework (ESMF) and other environmental and social instruments, engineering design and supervision, financial management, audit and other specialized consultancy services, as applicable. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (Current Edition) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available on the World Bank’s external website and on the official website of Government of Puducherry / Puducherry Resilient Infrastructure Development Enterprise Ltd. (https://pwd.py.gov.in) and in at least one newspaper of national circulation in India, as applicable.
