United Nations Support Office in Haiti (UNSOH) invites qualified companies to express interest in a planned solicitation for the provision of car wash and vehicle cleaning services in Port-au-Prince, Haiti. The requirement covers an indicative fleet of approximately 247 vehicles and equipment, including armored and light 4x4 vehicles, minibuses, pick-ups, trucks, buses, ambulances, vans, engineering equipment, material handling equipment, trailers and specialized assets. Services will include exterior washing, interior cleaning and vacuuming where applicable, underbody and wheel-area cleaning where applicable, and engine-bay cleaning only when specifically requested or authorized by UNSOH. For planning and financial evaluation, the indicative maximum requirement is up to one wash per vehicle or equipment item per week, equivalent to approximately 12,844 washes per year. Quantities are estimates only and do not constitute a guarantee of minimum volume or expenditure. The anticipated contract period is one year, with options for up to two additional one-year extensions (1+1+1), subject to satisfactory performance, continued operational requirements, availability of funds, extension of the UNSOH mandate, and the sole discretion of the United Nations.

Specific Requirements/Information Interested companies should demonstrate their ability to meet the following minimum requirements. Final requirements will be set out in the solicitation documents:

  • Valid company registration in Haiti and at least three years of company registration.
  • At least three references demonstrating satisfactory performance in similar services.
  • An approved, secured and walled facility within a 10 km radius of UNSOH Headquarters, with holding capacity for at least five UN vehicles and capacity to clean at least three vehicles simultaneously.
  • Minimum equipment including two high-pressure washing machines, an air vacuum machine, appropriate automotive cleaning consumables, a reliable water supply with at least 5,000 litres of backup storage, and adequate backup electrical power.
  • Minimum staffing of four appropriately trained cleaning personnel and a Contract Manager fluent in English and/or French.
  • Ability to provide services from 07:30 to 18:00, Monday through Saturday, excluding official national holidays, and to give priority to armored, VIP, emergency-response and other operationally critical vehicles when requested.
  • Appropriate physical security, controlled access, protection of UN vehicles and information, environmental safeguards, wastewater management, required permits, and valid insurance coverage.
  • Acceptance of a UN site inspection during technical evaluation and mobilization within 30 calendar days after contract signature.
  • UNSOH may award to one or more contractors and may split service volumes. No minimum quantity, fleet percentage, number of washes or expenditure is guaranteed.
