Background

The Government of the Republic of Liberia (hereinafter called “Borrower”) has been allocated grant and loan funds (the “Financing”) from The World Bank which are administered by the International Development Association (IDA) (the “Bank”) and executed by the Ministry of Commerce and Industry (“the Client”). The Client now intends to apply part of the proceeds towards the contract for Provision, Configuration, Integration, Certification, Testing, Deployment, and Operational Support for Domestic Card Switch for the Central Bank of Liberia. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. The Ministry of Commerce and Industry now invites sealed Proposals from eligible Proposers for Provision, Configuration, Integration, Certification, Testing, Deployment, and Operational Support for Domestic Card Switch for the Central Bank of Liberia The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017, August 2018, November 2020, September 2023 , February 2025 and September 2025 ( “Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations. The RFP document including detailed Terms of Reference in “English” may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of One Hundred United States Dollars (US$100.00). The method of payment will be direct payment to the project Account No.: 6101905782 at ECOBANK Liberia and indicate “Payment for Domestic Card Switch RFP Document” . The Request for Proposal document will be sent by email to the official email address indicated in the firm’s Letter of interest that must accompany the payment details. Proposals must be delivered to the address below on or before Friday, September 11, 2026, at 1100 Hours GMT (11:00 local time ). Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ DOMESTIC CARD SWITCH; RFP NO.: LR-MOCI-566925-GO-RFP ” and the inner envelopes marked “ TECHNICAL PROPOSA L” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on Friday September 11, 2026, at 1100 Hours GMT (11:00 local time ). All envelopes marked “ FINANCIAL PROPOSAL ” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening. All Proposals must be accompanied by a “ Proposal Security ” of Fifty Thousand United States Dollars (US$50,000.00) Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
