1. The MUNICÍPIO DE PORTO ALEGRE , through the SECRETARIA MUNICIPAL DE PLANEJAMENTO E GESTÃO - SMPG has received financing from the World Bank toward the cost of the Green, Resilient and Inclusive Regeneration of the Central Area of Porto Alegre (P178072) and intends to apply part of the proceeds toward payments under the contract for Design and Construction of Stormwater Drainage Works and Urban Redevelopment Works for Streets and Public Squares in the 4th District, in the city of Porto Alegre. This contract will be jointly financed by the Agence Française de Développement. 2. The DEPARTAMENTO MUNICIPAL DE ÁGUA E ESGOTOS - DMAE , intends to initially select firm Applicants for the design and construction of major stormwater drainage works and urban redevelopment works for streets and public squares in the 4 th District, in the City of Porto Alegre, corresponding to Package 3 of the Centro+4D Program. The procurement is based on a Design and Build arrangement, under the FIDIC Conditions of Contract for Plant and Design-Build (Yellow Book), published by the Fédération Internationale des Ingénieurs-Conseils (FIDIC). Accordingly, the Contractor shall assume full responsibility for the design, development, coordination, detailing, execution, supply, installation, testing, commissioning, and handover of the engineering solution, from the preparation of the detailed design through to the completion of the Works in a condition of full functionality, performance, and operational readiness. It is expected that the Request for Proposals (RFP) will be made in January 14, 2027. 3. Initial Selection will be conducted through the procedures as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, from July 2016, Sixth Edition, issued in February 2025, (“Procurement Regulations”) and is open to all eligible Applicants as defined in the Procurement Regulations, available at www.worldbank.org. 4.
