1. The Government of Maharashtra has received financing from the World Bank towards the cost of the Hon. Balasaheb Thackeray Agribusiness & Rural Transformation (SMART) Project, Pune and intends to apply part of the proceeds toward payments under the contract for the supply, installation, testing and commissioning of the primary processing line for millets. 2. The Head, Project Implementation Unit - Agriculture now invites online Bids from eligible Bidders for the supply, installation, testing and commissioning of the integrated millet processing and value addition plant. Bidding will be conducted through national open competitive procurement procedure agreed with the World Bank, and is open to all eligible bidders as defined in the World Bank’s “Procurement Regulations for IPF Borrowers, September 2023 (fifth edition)” (“Procurement Regulations”). In addition, please refer to paragraphs 3.14 and 3.15 of the Procurement Regulations setting forth the World Bank’s policy on conflict of interest. 4. The bidding document is available online on https://mahatenders.gov.in for a nonrefundable price as indicated below. Bidders will be required to register on the website. The bidders would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.

5. For submission of the bid, the bidder is required to have Digital Signature Certificate (DSC) from one of the authorized Certifying Authorities authorised by Government of India for issuing DSC. Aspiring bidders who have not obtained the user ID and password for participating in e-procurement in this Project, may obtain the same from the website: https://mahatenders.gov.in. A non-refundable fee of Rs. 5000/- (Rs. Five Thousand Only) is required to be paid online before the bid submission deadline. The mode of payment shall be in the form of online payment. 6. Bids must be submitted online on https://mahatenders.gov.in on or before the deadline for submission of bids, and the ‘Technical Part’ of bids will be opened online at the specified time and date for opening of bids, as given above. The “Financial Part” shall remain unopened in the e-procurement system until the second public Bid opening for the financial part. Any bid or modifications to bid (including discount) received outside e-procurement system will not be considered. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time. The electronic bidding system would not allow any late submission of bids. 7. All bids must be accompanied by a bid security as specified in the bid document. Procedure for submission of bid security is described in Para 8. 8. The bidders are required to submit (a) online payment slip towards the cost of bid document; (b) Bids must be accompanied by a “Bid Security Declaration” as specified in the bid document before the Bid submission deadline, failing which the bids will be declared non-responsive and will not be evaluated further. 9. Bids along with necessary enclosures must be uploaded in the e-procurement portal https://mahatenders.gov.in as per bid schedule mentioned in this RFB and first cover (Technical) of the bids will be opened at the specified venue on the stipulated date and time, in the presence of the bidders or their authorized representatives who wish to attend. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time and venue. 10. Other details can be seen in the bidding document. The Purchaser shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the bidders of any bid updates, the Purchaser shall not be liable for any information not received by the bidder. It is the bidders’ responsibility to verify the e-procurement portal for the latest information related to this bid.
