REQUEST FOR EXPRESSIONS OF INTEREST (REOI) (RE-ADVERTISEMENT) Vanuatu Pacific Islands Regional Oceanscape Program - First Phase Project Preparation Advance No. V555-VU Project Coordinator (PC). The Government of Vanuatu has received financing from the World Bank toward the cost of the Pacific Islands Regional Oceanscape Program (PROP), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include establish, manage, and maintain the Project’s financial management arrangements. Also ensuring compliance with Vanuatu Government and World Bank financial requirements. The contract is full-time, an initial 6-month probation with yearly extensions subject to satisfactory performance. The Ministry of Fisheries, Ocean and Maritime Affairs (MFOMA) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:
Essential criteria:
Bachelor’s Degree in a relevant discipline (project management, business), or other field relevant to this assignment. At least 7 - 10 years’ experience in managing projects and project staff and resources, and 3 to 5 years’ experience in roles with similar responsibilities. Demonstrated experience in managing project budgets, with financial systems, and in financial reporting. Demonstrated experience with preparing project documentation including policies and procedures. Demonstrated experience in working with multiple stakeholders (i.e., Ministries, development partners, non-government players, communities, local governments, etc.). Ability to progressively increase responsibilities in project management and Project Support Team staff supervision Capability to perform efficiently and effectively in a demanding and often constrained working environment, meeting tight deadlines Official Use Only Capability to manage and coordinate across multiple teams in different locations and within different project sites. Ability to provide oversight in ensuring project activities are implemented on time and on budget.
Desirable:
Strong ethics, high level personal organizational skills, and ability to manage own workload. Excellent communication and interpersonal skills with the ability to make clear, structured presentations to a broad range of audiences; excellent writing skills with the ability to prepare clear, concise reports; oral and written fluency in English. Good report writing skills Oral and written skills in Bislama and/or French. Experience with donor (foreign aid) financed programs, preferably with World Bank projects. Good understanding of relevant legislation, policies, procedures, and processes of government. Good understanding of the socioeconomic and technical background of coastal and oceanic fisheries and aquaculture. Experience working in a Pacific Island Country context, preferably in Vanuatu. Relevant post-graduate qualifications. The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers Seventh Edition September 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
