The Government of Mozambique, represented by the Ministry of Transport and Logistics (MTL), has received funding from the World Bank for the Mozambique Safer Roads for Socio-Economic Integration (SRSEI) and intends to apply part of the resources to consulting services. The consulting services ("the Services") involve assisting in managing and executing procurement processes for goods, works, non-consulting and consulting services to ensure speed, transparency, and cost-efficiency, in accordance with World Bank Procurement Regulations and National Procurement Procedures. The Procurement Officer will work in close coordination with the PMU Procurement Specialist and reports to the SRSEI Project Implementation Unit (PIU) through the PIU Coordinator, who reports directly to the PCU Coordinator. All decisions should be communicated to the team accordingly.The expected duration of the project is 24 months. There will be a probationary period of 3 months from the date of signing the contract. The contract will be renewed upon satisfactory performance. Expressions of interest must include the following: (i) a CV detailing qualifications, work experience and achievements in comparable work; (ii) a cover letter, no more than two pages long, specifically addressing how the applicant fulfills each of the mandatory selection criteria listed below. . It is mandatory to specify the reference number and the job title, for the EOI to be considered. The criteria for selecting the Consultant are found in section 5 of the Terms of reference. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank's Procurement Rules for IPF Borrowers of September 2025 ("the Rules"), which sets forth the Bank's policy on conflict of interest.
