The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Power Sector Reform, Investment and Modernization in Ethiopia (PRIME-1), and intends to apply part of the proceeds towards payment under the contract for Plant Design, Supply, Installation, test and, Commissioning of Transmission line associated with New Shashemane II 230/132/33/15kV, Bale Robe 132/33/15kV, Bensa Daye 132/33kV, Durame 132/15kV Substations. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. The Ethiopian Electric Power (EEP) now invites sealed Bids from eligible Bidders for Plant Design, Manufacture, Supply, Installation, test and Commissioning of Transmission line associated with New Shashemane II 230/132/33/15kV, Bale Robe 132/33/15kV, Bensa Daye 132/33kV, Durame 132/15kV, substations. The work involves Plant design, supply, installation, testing, and commissioning of approximately 90 km of double-circuit transmission lines at 230 kV and 132 kV levels. The lines utilize AAAC (ASH) and ACSR (TIGER, OSTRICH, YAW) conductors with single optical fiber cable shield wires. Self-supporting, tapered, galvanized steel lattice towers with pad-and-chimney concrete footings will be used. The transmission lines connect various existing lines to new substations at Shashemene II, Durame, Bensa Daye and Bale, Woliso, Haromaya through Line-In Line-Out (LiLo) arrangements; and Design, Manufacture and delivery of about 2 km of a double circuit 132 Kv and 230kV, 3-phase, AAAC “ASH” and “YAW” conductor , single optical fiber cable shield wire on self-supporting, tapered configuration, vertical formation galvanized steel lattice towers with each leg having a separate footings of pad and chimney concrete type, from existing Melkawakena Yogo-Yadot 132kV, Wolkite - Sebeta II/Woda LILO/ 230kV and Diredawa II-Harere III 132kV transmission line in line out(LiLo) arrangement. The expected duration of the Contract is 548 calendar days, plus 12 months of Defect Liability Period. No margin of domestic preference shall apply, and bidders are required to meet the following key qualification criteria, which include:
Financial Capabilities Submission of audited balance sheets or if not required by the law of the Bidder’s Country, other financial statements acceptable to the Employer, for the last five [5] years to demonstrate the current soundness of the Bidder’s financial position and its prospective long-term profitability.
Average Annual Turnover Minimum average annual turnover in power sector USD 15.5 million calculated as total certified payments received for contracts in progress or completed, within the last five (5) years.
Financial Resources The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet: (i) the following cash-flow requirements: USD 2.5 million, and (ii) the overall cash flow requirements for this contract and its current commitments
General Experience Experience in Power Sector under contracts in the role of contractor, subcontractor, or management contractor for at least the last 5 years starting 1st January 2021.
4.2 (a) Specific Experience Participation as contractor, joint venture member, management contractor, or subcontractor, in at least Two (2) contracts within the last Five (5) years, each with a value of at least USD 12 million or at least One (1) contract within the last Five (5) years, with a value of at least USD 24 Million that have been successfully or substantially completed and that are similar to the proposed Plant and Installation Services. The similarity of the contracts shall be based on physical size, complexity, construction method, technology and/or other characteristics.
4.2 (b) Specific Experience For the above or other contracts executed during the period stipulated in 4.2 (a) above, a minimum experience in the following key activities: i) detail engineering design for construction of at least 100km, 132 kV or above for total sum of transmission lines length; ii) erection, test and commissioning of at least 100km, 132 kV or above for total transmission line length.
Note: Engineering design activity can be met through a specialized contractor.
4.2 (c) Specific Experience in managing ES aspects For the contracts in 4.2 (a) above and/or any other contracts substantially completed and under implementation as prime contractor, joint venture member, or Subcontractor between 1st January 2020 and Application submission deadline, experience in Managing ES Risks and Impacts in the following aspects: (i) Health and Safety on project areas and working areas (Community Health and Safety); (ii) Traffic management. (iii) Emergency Management. (iv) Wastewater management. (v) Management of Labor Camps
