The Human Capital Investment Project, Elementary Secondary Education Department Government of KPK has received financing from the World Bank toward the cost of the Human Capital Investment Project and intends to apply part of the proceeds toward payments under the contract for Procurement of Menstrual Health Hygiene (MHH) Kits in Government Girls High Schools. The Human Capital Investment Project (HCIP), under the Elementary and Secondary Education Department, Government of Khyber Pakhtunkhwa, hereby invites sealed bids from eligible bidders for the procurement of Menstrual Health Hygiene (MHH) Kits. The kits are to be supplied and delivered to in Government Girls High Schools across the districts of Peshawar, Nowshera, Swabi, and Haripur. Bidders may Bid for one or all Lots, as further defined in the request for bids document. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” August 2018 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. Interested eligible Bidders may obtain further information from Khyber Pakhtunkhwa Human Capital Investment Project, Elementary & Secondary Education, Govt. of Khyber Pakhtunkhwa and inspect the bidding document during office hours. (09:00AM to 5:00 PM) at the address given below. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of PKR 3000/- . The method of payment will be cash payment. The bidding documents should be delivered by hand at the address given below. Bids must be delivered to the address below on or before 11:30 am, 29th September2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below on 11:45 am, 29th September2026. All Bids must be accompanied by a “Bid Security” of: - Lot No:1 (Peshawar) Bid Security is PKR 1,150,000/-

Lot No: 2 (Nowshera) Bid Security is PKR 1,180,000/-

Lot No: 3 (Swabi). Bid Security is PKR 1,180,000/-

Lot No: 4 (Haripur). Bid Security is PKR 1,116,000/-

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. The Pre-bid meeting will be held at 02:00 pm, 17th September 2026.
