The Government of Indonesia has applied for joint co-financing from the World Bank, Asian Infrastructure Investment Bank and Asian Development Bank toward the cost of the Indonesia Health Systems Strengthening Project and intends to apply part of the proceeds toward payments under the contract for Procurement of High Pressure Steam Sterilizer (Autoclave). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. The Ministry of Health (MoH) now invites sealed Bids from eligible Bidders for procurement of High Pressure Steam Sterilizer (Autoclave) for 5,491 units that will be delivered, installed at several location including training, operational support and maintenance services. The expected delivery schedule shall be within 1 year after the contract signing date. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” of September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 30% and for Bid cost: 70%. Interested eligible Bidders may obtain further information from Procurement Committee 5 IHSS, MOH through email at [contact details removed] and inspect the bidding document during office hours at 09.00 to 16.00 local time at the address given below. The bidding document in English can be sent to the interested eligible Bidders upon the submission of a written application to [contact details removed]. A pre-bid meeting will take place in hybrid mode at the following date and time:

8. Bids must be delivered to the Purchaser’s address below before October 29, 2026 at 10:00 AM Western Indonesia Time. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on October 29, 2026, at 10:10 AM Western Indonesia Time. All envelopes marked “Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
