1. The People’s Republic of China has received the loan from the, World Bank, toward the cost of Shaanxi Energy Transition and Innovation Demonstration in the Heating Sector and it intends to apply part of the proceeds of this loan to payments under the Contract for Procurement of Heat Exchange Technical Casing Pipes for the (Phase II) – DK1 Mid-Deep Non-Interference Geothermal Heating Project in Yangjiacun Comprehensive Redevelopment, Xincheng District, Xi’an City (Contract No.: XA-YJC-G01).

2. The Xi'an Xinye Industrial Co., Ltd. now invites sealed bids from all eligible and qualified bidders for Heatexchanger Technical Casing (Oil Casing) and related services. The delivery period is 90 days from contract signature.

3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible bidders may obtain further information from China International Tendering Co., Ltd. and inspect the Bidding Documents at the address given below from September 9, 2026 to October 15, 2026.

5. The attention of prospective Bidders is drawn to the eligibility and conflict of interest provisions under ITB 4 of the Bidding Documents. All Bidders found to have a conflict of interest shall be disqualified.

6. Qualifications requirements include

(1) Average annual turnover over the last three years (2023-2025) shall not be less than CNY 4.3 million. (2) At least 3 contracts successfully completed as supplier within the last three years. Value, nature, and complexity of these contracts should be comparable to the contract to be let. (3) Goods offered have been in production for at least 3 years (from January 1, 2023) and a minimum of 5 units of similar capacity (Steel Grade: J55, Length: R3, Specification: 177.8mm×9.19mm heatexchanger technical casing (oil casing)) have been sold and have been in operation satisfactorily for at least 2 years. (4) Minimum supply and/or production capacity required to assure that the Bidder is capable of supplying the type, size, and quantity of the Goods required, the annual production capacity of heatexchanger technical casing (oil casing) shall be no less than 4000m. (5) Soundness of the Bidder’s financial position showing long-term profitability demonstrated through audited annual financial statements (balance sheet, income statement) for the last three years (2023-2025). As a minimum, a Bidder’s net worth calculated as the difference between total assets and total liabilities for each of the three years should be positive. (6) Availability of or access to liquid assets , lines of credit, and other finances sufficient to meet any possible cash flow requirement which may arise during the execution of the contract (This should in appropriate cases also take into account the Bidder’s commitments for other contracts) shall not be less than: CNY 800,000.00. (7) All pending claims, arbitration, or other litigation shall represent in total not more than 50% of the Bidder’s net worth. Additional details are provided in the Bidding Documents.

7. A complete set of Bidding Documents in Chinese may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee CNY 1,000.00. The method of payment will be cashier check, direct deposit. The Bidding Documents will be sent by courier.

8. Bids must be delivered to the address below at or before 09:30 a.m., October 16, 2026. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 09:30 a.m., October 16, 2026. All bids must be accompanied by a bid security of CNY 35,000.00.
