1The General Administration of Customs of the People’s Republic of China, Haikou Customs District (the “Purchaser”), has received financing for eligible payments under the World Bank Loan Project for Prevention, Preparedness and Response to Emerging Infectious Diseases – Hainan Province Project (Global “One Health” Hainan Demonstration Project) for the Procurement of Gene Sequencing Equipment for Haikou Customs (Contract No.: HN-G-75). 2China CITIC International Tendering Co., Ltd. (the “Procurement Agent”), entrusted by the General Administration of Customs of the People’s Republic of China, Haikou Customs District (the “Purchaser”), hereby invites eligible Quoters to submit quotations for the following goods: Nanopore Gene Sequencer Note: The estimated budget for this contract package is RMB 1,960,000.00. This budget is provided for reference only and shall not constitute a maximum quotation limit (ceiling price) for this procurement. The Evaluation Committee shall conduct the evaluation in accordance with the evaluation criteria and methodology specified in the Request for Quotations. A quotation exceeding the estimated budget shall not, solely for that reason, be deemed invalid. 3You may submit a quotation for the above contract package as a whole (partial quotation or splitting of the package is not permitted). The Purchaser will evaluate the goods based on the evaluation factors specified in the Request for Quotations, and the Quoter offering the lowest evaluated price among those meeting the requirements shall be awarded the contract for this package.

Eligible Quoters:

3.1 The Quoter shall be capable of providing the goods and services described in this Request for Quotations and shall be a domestic or foreign manufacturer or supplier from an eligible source country, in accordance with the World Bank’s current Procurement Regulations. 3.2 The Quoter shall have appropriately qualified technical personnel and the capacity to supply the goods and provide after-sales services. 3.3 The Quoter shall demonstrate that, during the three years prior to the quotation submission deadline (from January 1, 2023, to the quotation submission deadline), it has successfully completed at least three similar supply contracts for gene sequencing equipment, each with a contract value of not less than RMB 1.5 million. The Quoter shall submit, as part of its quotation, a list of completed similar projects, together with supporting documents such as copies of duly signed contracts. 4Companies debarred by the World Bank are not eligible to participate in the quotation process or to be awarded any contract financed by the World Bank. The list of debarred firms and individuals can be found on the World Bank website at World Bank Debarred Firms and Individuals. 5Quotations shall be submitted in sealed envelopes and delivered to Room 1617, 16th Floor, No. 59, East Third Ring Middle Road, Chaoyang District, Beijing, no later than 09:30 a.m. on September 1, 2026 (for the detailed address, please refer to Section 11). 6The Purchaser will open the quotations at the time and place specified in Section 5 above. Representatives of the Quotation Providers may attend the quotation opening meeting. 7The Purchaser intends to sign the contract with the successful Quotation Provider within 14 days after the successful Quotation Provider has been determined. 8Address for inspection of the Request for Quotations: Room 1817, 18th Floor, No. 59, East Third Ring Middle Road, Chaoyang District, Beijing. 9Method for obtaining the Request for Quotations: Interested eligible Quotation Providers may obtain the Request for Quotations either in person or by email after contacting the Procurement Agent. If the Request for Quotations is delivered by post, neither the Purchaser nor the Procurement Agent shall be responsible for any loss or delay of the documents during delivery. Quotations submitted by Quotation Providers that have not obtained the Request for Quotations through the above-mentioned means shall be deemed invalid. The Request for Quotations may be obtained from August 17, 2026 to 09:30 a.m. on September 1, 2026, from 9:00 a.m. to 11:30 a.m. and from 2:30 p.m. to 5:00 p.m. (Beijing Time) on each working day, excluding Saturdays, Sundays and public holidays. 10All quotations shall be submitted to the address specified in this Invitation for Quotations no later than 09:30 a.m. on September 1, 2026 (Beijing Time). Late quotations will be rejected. The opening of quotations will be conducted publicly at the address specified in this Invitation for Quotations. Quotation Providers may send representatives to attend the quotation opening. The quotation opening will take place at 09:30 a.m. on September 1, 2026 (Beijing Time). The quotation shall be accompanied by a Bid Security in the amount of RMB 35,000.00.
