1.The Government of the People’s Republic of China has received a loan from the World Bank to finance the China: Emerging Infectious Diseases Prevention, Preparedness and Response Project – Hainan Province Project (Global “One Health” Hainan Demonstration Project), and intends to apply part of the proceeds of this loan to make eligible payments under the contract for the Procurement of Equipment for Provincial CDC, Municipal/County CDCs and Sentinel Sites (Contract No.: HN-G-55). 2.CITIC International Tendering Co., Ltd. (the Procurement Agent), entrusted by Hainan Provincial Disease Control Bureau (the Purchaser), now invites eligible and qualified bidders to submit sealed bids for the following goods and related services: Contract No. HN-G-55 Contract Title Procurement of Equipment for the Provincial CDC, Municipal/County CDCs, and Sentinel Surveillance Sites Main Types and Quantities of Goods Light incubators, CO incubators, biosafety tissue grinders, spectrophotometers, single-person clean benches, automatic nucleic acid extractors, stereomicroscopes, -80°C ultra-low temperature freezers, biological specimen cabinets, and other equipment, as well as related services. The detailed requirements are specified in Chapter VI “Schedule of Requirements” of the Bidding Document.

Delivery Period 60 calendar days from the date of contract signing.

3.This procurement will be conducted through National Competitive Procurement (NCP) using the Request for Bids method specified in the World Bank Procurement Regulations for IPF Borrowers (the “Procurement Regulations”). All eligible bidders meeting the requirements of the Procurement Regulations are eligible to bid. 4.Interested eligible bidders may obtain further information from the address specified in this Invitation for Bids and may inspect or purchase the Bidding Documents from July 20, 2026, until the bid submission deadline of August 20, 2026, during the following hours each day (excluding Saturdays, Sundays, and statutory holidays): 9:00–11:30 and 13:30–17:00 (Beijing Time). 5.Prospective bidders should note the provisions on eligibility and conflict of interest set forth in Clause 4 of the Instructions to Bidders of the Bidding Documents. Any bidder having a conflict of interest shall be deemed ineligible. 6.The qualification requirements for bidders include: Business Scale The bidder’s average annual turnover for the most recent three years (2023–2025) shall be no less than RMB 37 million.

Contract Experience The bidder shall have successfully completed, as a supplier, at least one contract for the supply of laboratory instruments or equipment of a similar nature and complexity to the products to be procured under this project during the past three years (from January 1, 2023 to the present). The scope of such supply contract shall include a stereomicroscope, and the value of the single contract shall be no less than RMB 4 million. The bidder shall provide supporting documents meeting the above requirements, which shall at least include the contract agreement, acceptance certificate issued by the user, and payment receipt/proof of contract payment, etc. The contract copies included in the bid documents shall at least contain the following pages of the contract demonstrating relevant information: the cover page of the contract showing the project name, procurement contents, contract signing date, and contract amount, as well as the page bearing signatures and official seals of the contracting parties. The bidder shall also provide the name and contact information of the end user’s contact person.

Technical Experience The stereomicroscope to be supplied shall have a minimum production history of one (1) year, and at least one (1) unit/set of such product shall have been sold and completed its warranty period. The bidder shall provide supporting documents demonstrating compliance with the above requirements, including copies of documents such as sales contracts for similar goods.

Production Capacity Not Applicable. Financial Position The bidder’s audited annual financial statements (including the balance sheet and income statement) for the most recent three years (2023, 2024, and 2025) shall demonstrate the bidder’s sound financial position and long-term profitability. The minimum requirement is that the bidder’s net assets (calculated as total assets minus total liabilities) for each of the three years shall be positive. Cash Flow Capacity The bidder shall have sufficient available liquid assets, credit facilities, and other financing resources to meet the cash flow requirements for contract performance, taking into account the bidder’s other ongoing contracts. The minimum required amount shall be no less than RMB 1.5 million. Litigation History The total amount of pending claims, arbitration proceedings, or other litigation shall not exceed 50% of the bidder’s net assets.

The joint venture bidding is acceptable for this procurement. The maximum number of members in a joint venture shall be two (2), and either the lead partner or the other joint venture member shall meet the above-mentioned qualification requirements. Further details are provided in the Bidding Documents. 7.
