The Georgia financing from the World Bank toward the cost of the Georgia I2Q - Innovation, Inclusion and Quality Project and intends to apply part of the proceeds toward payments under the contract for Procurement of Educational Resources and Technical Equipment for Robotics Innovation Spaces . The Ministry of Education, Science and Youth of Georgia (MESY) now invites Bids from eligible Bidders for Procurement of Educational Resources and Technical Equipment for Robotics Innovation Spaces. Delivery time of goods is 70 calendar days from the date of Contract Signature. Delivery destination is LLC "Educational Resources", Address: 4 Ivan Yumashevi Street, Tbilisi, Georgia. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, July 2016 revised September 2025” (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. Bidders shall submit their bids ONLY electronically through Georgian E-Government Procurement System: https://tenders.procurement.gov.ge/login.php?lang=en Bid opening will take place electronically using Georgian E-Government Procurement System with certain modifications. Major modifications to the Georgian E-Procurement System are:
Functionality of the three rounds of e-Reverse auction is removed. Rounds will not be applicable. The estimated cost of the contract is disclosed in the e-Procurement system and bidders can submit a bid price, which could be below or above the estimated cost, however pricing the bid is the responsibility of the bidder which shall be based on the current market prices and any other factors which may influence the pricing of the proposed works.

9. Requests for clarification should be submitted through the Georgian E-Government Procurement System. If there is discrepancy between the Georgian E-Government Procurement System read out price and bid price mentioned in the uploaded bid document, then the bid price mentioned in the uploaded bid will prevail. The bid price mentioned in the letter of bid and price schedules in the uploaded bid will be evaluated as per the provisions mentioned in the bidding document. 10. The minimum qualification criteria for Bidders to participate in the tender are: (a) Financial Capability: The Bidder shall submit audited financial statements for the last three (3) years (2023, 2024, and 2025) or, if such statements are not required by the laws of the Bidder’s country, other financial statements acceptable to the Purchaser, demonstrating the Bidder’s current sound financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive. For a Joint Venture, this requirement shall be met by each member of the Joint Venture. (b) Specific Experience: The Bidder shall demonstrate that it has successfully completed at least three (3) contracts during the last five (5) years (2021, 2022, 2023, 2024, and 2025), each with a contract value of at least USD 50,000 or equivalent, which have been successfully and substantially completed and are similar in nature and complexity to the Goods under this Contract (Supply of STEAM Resourses/ Computers/Other Types of Equipment/Hardware). For a Joint Venture, this requirement may be met by the combined experience of all members of the Joint Venture. For evaluation purposes, the currency exchange rate applicable on the date of contract signature, as published by the National Bank of Georgia, shall be used to convert the contract value into the currency specified for evaluation. (c) Manufacturing experience and Technical Capacity: For the items under the Contract that the bidder is a manufacturer, the Bidder shall furnish documentary evidence to demonstrate that: (i) it has manufactured goods of similar nature and complexity for at least three (3) years 2023, 2024, and 2025, and (ii) its annual production capacity of goods of similar nature and complexity, for each of the years 2023, 2024, and 2025, is at least two (2) times the quantities specified under the Contract. (d) A bidder who does not manufacture an item shall submit documentation on, its status as a supplier, to the satisfaction of the Purchaser (e.g. authorized dealer/ distributor of the items). At the time of Contract Award, the Bidder (including each subcontractor proposed by the Bidder) shall not be subject to disqualification by the Bank for non-compliance with SEA/ SH obligations. 11. All Bids must be accompanied by a Bid-Securing Declaration. The Bid Security Declaration shall be valid for 28 days beyond the validity of the Bid (i.e., 90 days+28 days = 118 days). For bids submitted by a JV bidder shall carefully read ITB 19.8 as failure to comply with this ITB may be grounds for bid rejection.
