The Islamic Republic of Pakistan has received financing from the World Bank toward the cost of the Karachi Mobility Project– Yellow Line Corridor (BRT) [ the Project ], and intends to apply part of the proceeds for consulting services for “ Procurement of Consulting Services (Firms Selection) for Carbon Crediting and Monetization for Karachi Mobility Project - Yellow Line BRTS [Reference No. PK-SMTA-528011-CS-CQS] CQS Method ”.

The Project Management Team, Karachi Mobility Project, Sindh Mass Transit Authority, Government of Sindh now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Ser Criteria / Requirement for Firms

1 Firm Experience Requirements:

Minimum 5 years of experience in carbon market development, GHG accounting, MRV, or carbon project registration (e.g., Verra, Gold Standard, CDM, Article 6.4, and GCC). Experience in transport, electric mobility, or modal-shift projects. Experience in urban transport planning, public transport systems, or electric mobility projects, including BRT systems or modal shift analysis would be accorded due weightage At least three (3) successfully registered carbon credit projects, preferably in transport, fuel switching, renewable energy, or urban projects. Demonstrated experience in designing MRV frameworks, monitoring protocols, and verification support. The logistical capacity of firm and; number of technically qualified staff (CVs) not required at this stage

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14 [Conflict of Interest], 3.16, and 3.17 [Consulting Services] of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017, August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Procurement Regulations.
