Procurement of Catering Services for ILO Event in the Republic of Moldova

1. Background

Following the adoption of Law No. 194/2025, which aligns the Labour Code of the Republic of Moldova with the provisions of the ILO Violence and Harassment Convention, 2019 (No. 190), the Ministry of Labour and Social Protection, with the technical support of the International Labour Organization (ILO), developed the regulatory framework on the prevention and combating of violence and harassment in the workplace within public authorities. At the request of the National Employment Agency (ANOFM) of the Republic of Moldova, the International Labour Organization (ILO) will organize a one-day training session for ANOFM staff on the regulatory framework for the prevention and combating of violence and harassment in the workplace. To ensure the successful organization of the training, the ILO seeks to contract a service provider to provide catering services for the event, as specified in these Terms of Reference.

2. Objective

The objective of this procurement is to contract a service provider to provide catering services for a one-day training session scheduled for 16 November for approximately 40 staff members of the National Employment Agency (ANOFM). The service provider shall ensure the provision of catering services for all participants throughout the training day, in accordance with the requirements specified in these Terms of Reference.

3. Scope of Services

The Supplier shall provide catering services for the one-day training session scheduled for 16 November, for approximately 40 persons

Services shall include, as applicable:

  • coffee breaks for all participants;
  • lunch for all participants;
  • bottled drinking water throughout the training day;
  • provision and serving fresh, good-quality food and beverages;
  • appropriate catering arrangements and service throughout the event;
  • timely setup and serving of catering in accordance wi
