The principal objective of the assignment is to provide specialised legal and regulatory expertise to the Nigeria MAPS Assessment using the latest applicable version of the Methodology for Assessing Procurement Systems (MAPS), including the applicable User Guide, indicator framework, templates, guidance and quality-assurance requirements issued by the MAPS Secretariat, as updated from time to time; assess the legal and regulatory dimensions of the public procurement system; identify gaps and areas for improvement; and contribute practical and implementable legal and regulatory recommendations to the Assessment Report.
