1. The Government of Mozambique (GOM) has received financing from the World Bank toward the cost of the Climate Resilient Roads for the North (CRRN), and intends to apply part of the proceeds for Consultancy Services for a Procurement Assistant for ANE, IP hereafter designated the “ Services ”. 2. The objective of the consultancy assignment is to strengthen ANE, IP technical capacity in order to guarantee the adequate implementation of the all activities related to CRRN project. Therefore, the consultant will be responsible for implementing the activities in specific areas of the CRRN following ANE guidelines, manuals and standards. 3.The Administração Nacional de Estradas, IP now invites eligible Individual Consultants “Consultants” to express their interest in providing the Services during 2 years full time at ANE, IP. 4. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 6. The evaluation of expressions of interest will be made on qualitative basis according to a robust matrix of strengths and weaknesses and the shortlist will be composed from the list of qualified individual consultants considering the following criteria: a) Bachelor’s Degree in one of the following, Civil Engineering, Purchasing Management, Economics, Architecture and Project/Construction Management and similar field; b) At least 2 (two) years of experience in procurement, at a Procurement Assistant; c) Proven knowledge of Portuguese and English language. d) Proven experience in the procurement infrastructure projects, including bid documents, opening and evaluating bidders' proposals, negotiating and managing contracts is an advantage; e) Knowledge of Bank STEP platform is an advantage; f) Knowledge of the FIDIC procedures is an advantage; 7. The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 8. The Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the Procurement Regulations. 9.
