Introduction

Within the framework of the EU PH Partnership in Reinforcing Capacity, Transparency, and Efficiency in Public Procurement, this engagement seeks to support PS DBM in undertaking a comprehensive, organization wide process codification initiative. The assignment will document, assess, and standardize procurement and support workflows; identify gaps, risks, and inefficiencies; and develop NGPA aligned SOPs, templates, and tools that embed transparency, accountability, and internal controls into day-to-day operations. By establishing a unified and standardized operating framework, PS DBM will be better positioned to institutionalize procurement reforms, strengthen operational discipline, and ensure that NGPA principles are effectively implemented in practice. This project aims to strengthen PS-DBMs institutional capacity for transparent, accountable, and modernized procurement operations through the systematic codification, standardization, optimization, and institutionalization of its procurement and support processes. The engagement seeks to establish a unified, NGPA-aligned operating framework that elevates process maturity and enhances operational efficiency, creating the conditions necessary for sustained organizational performance and compliance.
