Details

The Department of Health and Social Care ("The Authority") is publishing Prior Information Notice (PIN) and Request for Information (RFI) to outline the Authority’s intention to invite potential bidders to review and seek feedback on the draft service specification for the Steps to Safety National Support Partner. The Authority is seeking to commission a partner to provide national support to NHS Integrated Care Board (ICBs) rolling out the Steps to Safety programme for victims and survivors of domestic abuse and sexual violence (DASV). The programme aims to better identify victims and survivors of violence and abuse, provide specialist support services, increase safety and reduce the health impacts of violence and abuse. The roll out of Steps to Safety will be phased in 3 phases across all ICBs with the aim of ensuring dedicated referral services exist in every area of England so that by 2029, any victim or survivor in England can access this support, wherever they live.

The Department of Health and Social Care will be running a market engagement session on 21/10/2026 at 1pm. Please contact the Steps to Safety team via the inbox [contact details removed] if you wish to join the session before 19th October 2026, 1200 miday.

This PIN/RFI is issued solely for preliminary market engagement. It does not constitute a call for competition, an Invitation to Tender (ITT), or a commitment by the Authority to undertake a future procurement. Potential bidders are invited to review and, if they wish, comment on the draft service specification for the Steps to Safety national support partner. Feedback received may inform the final specification and the design of any subsequent procurement process. All information is subject to change and is non-binding on the Authority.

Before you bid on this tender

A quick checklist to help you decide whether to bid and prepare a compliant submission for this construction & infrastructure opportunity. Always verify the details on the official source.

  • Confirm the exact closing date and time (and time zone) on the official portal — deadlines are strict and can be revised by a corrigendum.
  • Read the full notice and every attached document, including the scope, specifications and any bill of quantities or terms of reference.
  • Check the eligibility criteria — prior similar experience, annual turnover, certifications and registrations — and make sure you qualify before investing effort.
  • Prepare any earnest-money deposit (EMD) or bid security and the required formats early; missing or wrongly-formatted documents are a common cause of rejection.
  • Note how bids must be submitted (online or physical), in what format, and whether a digital signature or portal registration is required.
  • Watch for corrigenda and clarifications right up to the deadline — requirements and dates can change.
