Only responsible sources who are registered in SAM.gov may submit a quote to be considered by the agency. System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. The Government intends to make a single award to the sole source quoter, subject to the Government’s determination that the quoted price is fair and reasonable and that the quoter is responsible. To be eligible for award of a purchase order hereunder, the Quoter must be determined by the Contracting Officer to be a responsible prospective Quoter in accordance with RFO 9.1. The Government may utilize a combination of various Government database repositories used to determine that a contractor is responsible.
