Details
The Metropolitan Manila Development Authority (MMDA) has received financing from the World Bank toward the cost of the Clean Philippines, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include but not limited to the conduct of Pre-feasibility Study and Investment Preparation for Sustainable Material Recovery and Circular-Economy Facilities in Metro Manila. The consultant is also expected to rapidly assess 4 to 5 candidate sites for technical, financial, legal, institutional and environmental viability. Furthermore, the consultant is also expected to produce site-specific waste supply and composition data, conceptual designs, investment and O&M cost estimates, KPI/standards, business models and policy/financing recommendation to support MMDA/DEPDev approval. The projected implementation period should not exceed more than six (6) months and is projected to start within the 3rd quarter of this year. The detailed Terms of Reference (TOR) for the assignment is attached to this request for expressions of interest. The MMDA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 1.) The firm shall have an experience with feasibility assessment and designing integrated low cost material recovery facilities in composting, refuse derived fuel/solid recovery fuel facilities, at least three (3) international and local references should be provided and at least one (1) reference in South-East Asia. 2.) The firm have at least ten (10) years of national and/or international experience and experience in undertaking geotechnical investigations for landfill/landfill remediation projects as well as carrying out environmental studies consistent with World Bank standards, at least two (2) references for landfill remediation should be provided, with on in South-East Asia/Philippines. 3.) The firm shall have an experience with Government of Philippines and World Bank regulations, standards, procedures and familiarity with FIDIC Conditions of Contract for MDB rules for this type of infrastructure and environmental management project. 4.) Consultants are required to submit the following: - Company profile including list of relevant experience - Business registration or equivalent documentation demonstrating company’s legal standing - Mayor’s Permit or Business Permit (For foreign firm, please provide equivalent document) - Tax registration or equivalent - Audited financial statement from the past two (2) years or letter of financial capability - Notarized Sworn Statement certifying that all information and documents submitted are true, complete and authentic to the best of its knowledge and that the submission is in compliance with applicable World Bank Procurement Regulations including 1.9 Conflict of Interest, 1.10 Unfair Competitive Advantage and 1.11 Eligibility. Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Consultants shall have a country presence with experience working with developing countries through the firm’s own branches, consortium of sub-contracting with local firms. A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
