Przedmiotem zamówienia jest dostawa urządzeń elektronicznych, współpracujących ze sobą wzajemnie oraz z otoczeniem, wraz z niezbędnym oprogramowaniem do tych urządzeń. Urządzenia wraz z oprogramowaniem w dalszej części niniejszego dokumentu, a także w innych dokumentach dotyczących sprawy, określane są mianem systemu IT bądź systemu IT dla PTZ. Ilekroć mowa będzie o operatorze systemu IT oznacza to osobę, która dokonuje zapisów w systemie IT w ramach uprawnień nadanych przez administratora (np. zmiana czasu przeznaczonego na przejazd pomiędzy kolejnymi stanowiskami przystankowymi w ramach położonych obok siebie zespołów przystankowych w określonej porze określonego typu dnia). Operatorem systemu IT może być pracownik urzędu miasta jako organizatora publicznego transportu zbiorowego, a także pracownik operatora publicznego transportu zbiorowego.
