Przedmiotem zamówienia jest terenowa realizacja badania głównego ICCS 2027 w Polsce. Badanie ICCS 2027 zostanie zrealizowane na terenie szkół podstawowych wśród uczniów z wylosowanych oddziałów klasy ósmej, w formie audytoryjnej. Instytut Badań Edukacyjnych prowadzi w Polsce najnowszą edycję badania ICCS 2027 (International Civic and Citizenship Education Study). Międzynarodowe Badanie Kompetencji Obywatelskich ICCS jest największym międzynarodowym badaniem dotyczącym edukacji obywatelskiej. Badanie jest organizowane przez Międzynarodowe Stowarzyszenie Mierzenia Osiągnięć Szkolnych (IEA). Głównym celem tego badania jest określenie, na ile młodzi ludzie są przygotowani do udziału w życiu społecznym i pełnienia roli obywatela w demokratycznym społeczeństwie. ICCS bada wiedzę i rozumienie zagadnień z zakresu edukacji obywatelskiej, a także postawy i zachowania obywatelskie uczniów. W tej edycji badania szczególny nacisk położony został między innymi na kwestie związane z polaryzacją poglądów, znaczeniem technologii cyfrowych dla procesów demokratycznych, a także roli nauczycieli w procesie kształtowania kompetencji obywatelskich. Badanie realizowane jest według ściśle określonych procedur, opracowanych przez międzynarodowe konsorcjum, koniecznych do zapewnienia porównywalności wyników uczniów z poszczególnych krajów. Realizacja badania zgodnie z tymi standardami jest warunkiem uwzględnienia wyników polskich uczniów w porównaniach międzynarodowych w raporcie końcowym z badania. Badanie główne realizowane jest wśród uczniów klas ósmych szkół podstawowych. Oprócz badania wśród uczniów ICCS obejmuje także komponent dotyczący dyrektorów szkół i nauczycieli klas ósmych. Za realizację badania wśród dyrektorów i nauczycieli odpowiada zespół IBE PIB, a do obowiązków Wykonawcy należy przekazywanie przedstawicielom szkół informacji dotyczących tego elementu badania, przygotowanych przez Zamawiającego.
