Anskaffelsens formål er å inngå kontrakt om samarbeid med én leverandør av filmdistribusjonstjenester som kan motta, administrere og strømme norske filmer i Norge. Tjenesten skal sikre publikums tilgang til innkjøpte filmer i tråd med formålet i Innkjøpsordningen for film. Det er pr i dag ca. 450 norske kort- og dokumentarfilmer i ordningen, og det rulleres inn og ut mellom 50 og 70 filmer pr år slik at antallet er relativt konstant.
