Deze opdracht omvat – kort gezegd – het ontwerpen, ontwikkelen, implementeren en ondersteunen van één platform voor publicatie voor alle lokale publieke omroepen met player en bijbehorend CDN. Dit platform omvat een web- en appomgeving en daarnaast ook het ontwerpen en realiseren van de gebruikersinterface en inclusief frontend van de website en mobiele applicatie en CMS-interface voor redactie, die wordt aangestuurd vanuit één centraal CMS waarmee redacties hun content kunnen beheren en publiceren. Het platform moet schaalbaar, veilig en toekomstbestendig zijn en ruimte bieden voor lokale redactionele autonomie en eigen vormgeving. Daarnaast moet het platform voorzieningen bieden voor uniforme en betrouwbare bereikmeting met het reeds bestaande NLPO Bereiksdashboard1 en toekomstige redactiesysteem.
