Palm Island Indigenous and Arts Installation Precinct (Cultural Walk) – Construction Works

Palm Island Aboriginal Shire Council (Council) is seeking to engage a suitably qualified, experienced and appropriately licensed Principal Contractor to undertake the construction of the Palm Island Indigenous and Arts Installation Precinct (Cultural Walk) on the Palm Island foreshore.

The procurement is principally construct-only, based on the design and technical documentation issued with this Invitation to Tender. The Contractor will be responsible for the complete construction, coordination, commissioning, certification and handover of the Works, including all labour, plant, materials, supervision, subcontractors, logistics and incidental activities necessary to complete the Works in accordance with the Contract Documents.

The Contractor will also be responsible for defined incidental design obligations associated with its construction methodology, temporary works, shop detailing and specialist supplier interfaces, together with any supplementary investigations or engineering expressly directed under the Contract.

Council will retain overall project leadership, cultural oversight and responsibility for the Principal-provided permanent works design except where the Contract expressly allocates a design responsibility to the Contractor.

Background information / Compatibility requirements

Council has undertaken design development and extensive community and cultural stakeholder engagement for the Indigenous and Arts Installation Precinct, generally referred to as the Cultural Walk.

The project is located along the Palm Island foreshore and comprises an integrated sequence of pathways, shade structures, cultural and interpretive nodes, artwork interfaces, playground/public realm elements, lighting and associated works.

The design has been developed through community consultation intended to ensure the installation reflects Palm Island's history, culture and identity. Tenderers must recognise that the Works are not solely a conventional civil or building project and that protection of the cultural design intent is an important project requirement.

The project is being progressed by Council in association with QBuild under the Closing the Gap program.

Desired Outcomes ('Nice to haves', Conditions & Warranties, SLA's, Project benefits): Council's objectives for the project are to:

(a) deliver the Cultural Walk safely, efficiently and to the required quality, durability and design intent;

(b) provide a high-quality public realm and cultural experience that appropriately communicates and respects the history, identity and stories of Palm Island;

(c) preserve the cultural intent established through the project's community and stakeholder engagement process;

(d) achieve a durable outcome suitable for Palm Island's tropical, coastal and marine environment;

(e) provide appropriate opportunities for Palm Island residents, Indigenous businesses and local and regional suppliers to participate in project delivery;

(f) coordinate the Works with existing infrastructure, public spaces and community activities;

(g) appropriately manage the physical, functional and cultural interfaces with Council's separately delivered Walking Trails & Tourism Activation Project, including the Welcome Precinct;

(h) minimise disruption, abortive works and duplication between related Council projects; and

(i) achieve Practical Completion by 31 December 2027.
