De projectopdracht betreft het inzamelen en het zorgdragen van de verwerking van annex I, IV, V en VI afval van schepen (op aanvraag van Rederij of Scheepsagent) in het havengebied van Regio Rotterdam Rijnmond, waarop het kostendekkingssysteem (100% kostendekkingssysteem Annex V en minimaal 30% kostendekkingssysteem Annex I, IV en VI) van toepassing is. Daarnaast ook het correct factureren en doorgeven van de ingezamelde afvalstoffen aan de juiste instanties. De Open House is een aanmeldingsprocedure waarbij met alle partijen die zich daartoe aanmelden en die voldoen aan de gestelde voorwaarden een overeenkomst wordt gesloten. Alleen partijen waar een overeenkomst mee is gesloten conform de open house komen in aanmerking voor het factureren van de gemaakte kosten m.b.t. inzameling conform het kostendekkingssysteem zoals opgenomen in het MARPOL verdrag.
