Norway – Vehicles for refuse – Electric refuse collection vehicles in several sub-contracts.

Background The contracting authority needs to procure several new refuse collection vehicles as a part of replacing older vehicles and to cover an increased capacity need in the sanitation service. The procurement shall contribute to ensuring operationally secure, future orientated and sufficiently dimensioned vehicle park for various collection and transport assignments. The need includes several types of vehicles suitable for different routes and operational assignments. The vehicles shall be able to be used under varying operational conditions, and the contracting authority therefore needs deliveries that are suitable for ordinary sanitation operations, including the accompanying service and follow-up needs. All the procured vehicles shall be electric. In order to facilitate appropriate competition, good market adaptation and effective contract follow-up, the procurement is planned divided into separate sub-contracts per vehicle type. Description of the assignment The procurement is for the complete delivery of electric sanitation vehicles in several categories. The delivery includes both standard refuse collection vehicles and special vehicles for various sanitation and transport purposes, including vehicles with, among other things, automatic lifts, several chambers, hook lifts, lifts, cranes and planes. The procurement is divided into seven sub-contracts. Tenderers can submit tenders for one or more sub-contracts. Several tenders can also be submitted for the same sub-contract. The Contracting Authority requests tenders for the following vehicles: Nine 6x2 refuse collection vehicles, one chamber with automatic lift. 4 4x2 refuse collection vehicles, one chamber with a comb lift. 1 6x2 refuse collection vehicle, 2 chambers with a short wheelbase. 1 6x2 lift manholes 1 6x2 hook lift 1 8x4 sanitation vehicle with a crane and washing facilities. 1 6x2 plan vehicle with a crane. The delivery shall be complete and it shall include the necessary vehicles with additions and relevant equipment for the relevant use areas. In addition a service contract, access to spare parts and telematics shall be included. Lots Lot 1 — Nine 6x2-4 refuse collection vehicles, one chamber with automatic lift. (estimated 45000000): This sub-contract is for the procurement of nine electric 1-chamber sanitation vehicles with an automatic lift for collection household waste. Number of km per working day: 185 Fractions Residue waste, paper, plastic, food waste and garden waste. Container sizes: Two wheeled containers: 80, 120, 140, 240 and 360 litres Four wheeled containers: 400 and 660 litres Lot 2 — 4 4x2 refuse collection vehicles, one chamber with a comb lift. (estimated 20000000): This sub-contract is for the procurement of four electric 1 chamber sanitation vehicles with a comb lift for the collection of bulky waste from households. There is no need for ladder steps on the vehicles in this sub-contract. Number of km per working day: 100 Fractions Bulky waste Lot 3 — 1 6x2 refuse collection vehicle, 2 chambers with a short wheelbase. (estimated 5000000): This sub-contract is for the procurement of one electric 2 chamber sanitation vehicle with a short wheelbase. The contracting authority currently uses a 4x2 vehicle for equivalent purposes. As a result of challenges related to payloads on electric 4x2 vehicles, delivery of 6x2 vehicles must be considered in this sub-contract. The current 4x2 vehicle has a wheelbase of 4,100 mm. The contracting authority needs a vehicle with as short a total length as possible, as the vehicle shall be used in narrow streets and areas with limited accessibility. 6x2-chassis with pusher axle can be accepted in this sub-contract. Number of km per working day: 130 Fractions The vehicle shall be able to be used for the collection of the following fractions: residue waste, paper, plastic, food waste and garden waste. Container sizes: Two wheeled containers: 80, 120, 140, 240 and 360 litres Four wheeled containers: 400 and 660 litres Lot 4 — 1 6x2-4 lift manholes (estimated 4200000): Procurement of 1 3 axle electric lift manholes The vehicle shall be as short as possible, without reducing the payload. Number of km per working day: 160 Lot 5 — 1 6x2-4 hook lift (estimated 4500000): Procurement of 1 3 axled electric hook vehicle. Number of km per working day: 250 Lot 6 — 1 8x4 sanitation vehicle with a crane and washing facilities. (estimated 10000000): Electrical four axle sanitation vehicle with crane, adapted for collection from bottom emptying systems. The vehicle shall be equipped with a washing facility for flushing containers after emptying. Number of km per working day: 220 Lot 7 — 1 6x2-4 level vehicle with a crane. (estimated 6000000): Lorry with a plan and crane. Shall be used for service assignments on bottom emptying systems. Number of km per working day: 150
