Norway – Snow-clearing services – Winter maintenance Harstad municipality

Background Harstad municipality needs to ensure stable, safe and reliable winter maintenance of municipal roads and associated facilities in the winter seasons from 2026 onwards. The procurement shall contribute to good accessibility for inhabitants, commercial traffic, public transport, turn-out vehicles and other road users, as well as reduce the risk of accidents and operational disturbances due to snow and ice conditions. Harstad municipality needs contractors with sufficient capacity, local knowledge and stand-by to carry out winter maintenance in defined snow clearing areas in order to safeguard the municipality's operational responsibilities throughout the winter months. The procurement shall ensure predictable deliveries and an appropriate organisation of winter operations in the relevant areas. The municipality would therefore like to enter into contracts for winter maintenance on further specified routes, where tenderers shall be able to provide a complete service in accordance with the tender documentation, route maps and contract terms. Description of the assignment The procurement is for winter maintenance in Harstad municipality, including snow clearing, snow clearing, gritting, delivery of sand as well as set-up, supplementing and taking down snow stakes. Winter maintenance work is also included in the tender documentation and the contract terms. The assignment is for municipal snow clearing areas comprising municipal roads and any associated installations in accordance with the area map. Tenderers shall thoroughly familiarise themselves with each area and be able to offer a complete service for the routes a tender is submitted for. The procurement is divided into 6 lots and tenders can be submitted for one or several of these: Lot 09 Medkila – Kanebogen – Åsby – Stangnes Lot 11 Harstadbotn – Seljestad – Gangsås – Grønnbakkan Lot 16 Ervik – Stornes – Elveneshaugen Lot 21 Lundenes – Fenes Area 22 Grøtavær – Verification company Rode Kjøtta The contract period is 4 years with the planned start up autumn 2026. In addition there will be an option for an extension for 1+1 year, so that the total possible contract length is up to 6 years. The options involve a unilateral right for Harstad municipality to extend the contract on verbatim terms. If the contractor has not been notified otherwise by 1 June in the relevant contract or option year, the option will automatically continue in accordance with the contract terms.

Lots Lot 1 — Lot 09 Medkila - Kanebogen - Åsby - Stangnes (estimated 5800000): Service to be provided: Snow ploughing Set-up, supplementing and disasseuring snow stakes Extent: 19.65 km municipal road 3.07 km foot and cycle path 11 water and sewage installations. Kanebogen school, with school yard, drop zone and parking in accordance with map. Stangnes secondary school, with school yard, drop zone and parking in accordance with the map. Stangnes Nursing Home Knorrebakken residential units Residences plassenveien Bolig klubbholmen Stangnes book collective, Åkerstien Meeting and turning places along the roads shall be cleared together with the rest of the area. Lot 2 — Lot 11 Harstadbotn - Seljestad - Gangsås - Grønnbakkan (estimated 5150000): Service to be provided: Snow ploughing Set-up, supplementing and disasseuring snow stakes Extent: 14.19 km municipal road 5.33 km foot and cycle path 6 water and sewage installations. Construction block nursery Nedre Gangsås Day Centre Meeting and turning places along the roads shall be cleared together with the rest of the area. Lot 3 — Lot 16 Ervik - Stornes - Elveneshaugen (estimated 950000): Service to be provided: Snow ploughing Gritting Set-up, supplementing and disasseuring snow stakes Extent: 2.14 km municipal road 0.28 km foot and cycle path 2 water and sewage installations. Ervik nursery Lot 4 — Lot 21 Lundenes - Fenes (estimated 1500000): Service to be provided: Snow ploughing Gritting Set-up, supplementing and disasseuring snow stakes Extent: 4.31 km municipal road 0.15 km foot and cycle path 3 water and sewage installations (snow clearing and gritting) Lundenes school, with school yard, drop zone and parking in accordance with the map. Finnvika nursery, with outside areas and parking in accordance with the map. Lot 5 — Area 22 Grøtavær - (estimated 1150000): Service to be provided: Snow ploughing Gritting Set-up, supplementing and disasseuring snow stakes Extent: 2.62 km municipal road 2 water and sewage installations. Lot 6 — Rode Kjøtta (estimated 720000): Service to be provided: Snow ploughing Set-up, supplementing and disasseuring snow stakes Extent: 1.22 km municipal road
