Norway – Procurement consultancy services – 26/02030 Framework agreement for the procurement of consultancy services within public procurements - The Norwegian Health Network SF

Norsk helsenett SF (hereafter called the contracting authority) is a government company owned by the Ministry of Health and Care Services. Our task is to develop, administer and operate national e-health systems and infrastructure. The contracting authority is responsible for national e-health services such as e-prescription, helsenorge.no, Core journal and basic data. The contracting authority also provides services within ICT, procurements and archives for the entities in health management. The contracting authority has locations in Trondheim (the main office), Oslo, Tromsø, Moss and Svalbard. The framework agreement shall cover the need for assistance within the following sub-areas: operative implementation of procurement advice and/or implementation of security/and security graded procurement advice and/or implementation of sustainable procurement strategic development of the procurement area The Contracting Authority shall be the contract party in the framework agreement. As an option, other entities in the health management can join the contract if needed during the entire contract period. See the tender documentation/provisions for further information.

Lots Lot 1 — 1. Operative implementation of procurements: The lot is for professional procurement assistance for planning, implementing and following-up public procurements. Tenderers shall be able to offer resources that are independent or in cooperation with the contracting authority can carry out all or parts of the procurement process. The assistance can i.a. include needs and market analyses, preparation of tender documentation, competition implementation, evaluation, negotiations, rejection and qualification assessments, contract signing, implementation and contract follow-up. The sub-area also includes assistance with handling access requests, complaints and other supplier enquiries. This can include assessments of legal and procurement questions, preparation of reply letters and documentation of assessments. The assistance shall contribute to compliance with the current rules and ensure good progress, quality and traceability in the procurement work. Lot 2 — 2.Consultancy and/or implementation of security/and security graded procurements.: The sub-area includes assistance with planning, implementing and following-up procurements where there are special requirements for safety, screening worthy values or handling security graded information. The sub-area covers both consultancy in the early phase and operative support throughout the entire procurement process. Assistance can i.a. include assessment of security requirements, choice of procurement strategy, preparation of competition documents and contract terms, supplier assessments and follow-up of safety conditions in the contract period. Competence is expected for this sub-area within relevant procurement regulations and security regulations, including handling security graded procurements, supplier and personnel requirements, as well as the establishment of the necessary security measures and control mechanisms. It is an advantage if the tenderers ́ hrs have knowledge of defence and security procurements, including relevant rules for such procurements. The assistance shall contribute to the procurements being carried out in a safe and efficient manner, in accordance with the current rules and with the necessary safeguarding of the contracting authority ́s needs. Lot 3 — 3. Consultancy and/or implementation of sustainable procurements.: The sub-area includes assistance with integrating climate, environment, society and human rights considerations into procurement processes and contract follow-up. The consultancy can be both strategically and operative and it can include needs and market analyses, assessment and registration of the procurement ́s expected risk profile in relation to social conditions, climate and the environment, as well as carrying out risk assessments and due diligence assessments of supply chains. Furthermore, assistance can include formulation of requirements and criteria, including requirements for suppliers within climate, environment and social responsibility, assessment of lifecycle costs, design of contract terms, follow-up of suppliers as well as support with reporting and documentation. Tenderers shall be able to assist with identifying relevant and proportional measures that promote environmental, social and economic sustainability through procurements, while safeguarding the requirements for competition and compliance with the current regulations. Tenderers shall also be able to give advice on how requirements for climate, environment, human rights and responsible supplier chains can be integrated and followed up throughout the entire procurement and contract period. Lot 4 — 4. Strategic development of the procurement area: The sub-area includes consultancy and assistance that shall contribute to further developing the company ́s procurement function, management models, processes and competence. The sub-area covers work with strengthening the procurement area ́s ability to support the entity ́s aims, create value and ensure effective use of resources. Assistance can i.a. include the development of procurement strategies, management documents and methodology, analysis of procurement portfolios, category management, profit realisation, process improvement, digitalisation, competence development and the establishment of measurement and reporting mechanisms. The sub-area can also include consultancy related to organising the procurement function, role and responsibility sharing and implementation of best practice within public procurements.
