Details

Haugesund municipality shall enter into contracts for consultancy consultancy services. Two sub-contracts shall be signed, each sub-contract will be parallel framework agreements. Parallel framework agreements shall be signed with two tenderers per sub-contract, provided that a sufficient number of suitable tenders are received. A tenderer can submit tenders for one or both lots and can be awarded both sub-contracts. The sub-contracts include the following: Sub-contract A: Framework agreement for advice, planning and engineering design within mobility, transport and zoning plans. Sub-contract B: Framework agreement for consultancy, planning and engineering design within roads, water and sewage. See the requirement specifications, see the tender documentation and Annex 1 Annex 1A and Annex 1 Annex 1 Annex 1B for further information on the procurement ́s purpose and scope.

Lots Lot 1 — Sub-contract A: Framework agreement for consultancy, planning and engineering design within mobility, transport and development plan laying. (estimated 15000000.00): Sub-contract A: Framework agreement for consultancy, planning and engineering design within mobility, transport and zoning plans. Haugesund municipality (hereafter called the "Contracting Authority") shall enter into framework agreements for consultancy consultancy services. Parallel framework agreements shall be signed with up to two tenderers. The reason for the need is that the Contracting Authority is facing a number of major and smaller investment projects in the coming years, including through Bypakken Haugesund-Karmøy. The city package was approved in 2024 and is a government grant scheme for Haugesund municipality. The subsidy scheme aims at reducing greenhouse gas emissions, congestion, air pollution and noise. This shall be done through efficient land use, as well as the growth in passenger transport being reduced through increased use of public transport, cycling and walking. This entails an increased need for assistance within consultancy and planning and engineering design work. The framework agreement is for consultancy, planning and engineering design services for street and road planning, with particular emphasis on mobility and attractive streets and urban areas. The consultancy services also apply within the discipline of transport, which is required to be reviewed as a result of the Planning and Building Act, the Norwegian Public Roads Administration ́s handbooks and requirements in accordance with the road authorities ́ requirements or requirements for reviews resulting from the Bypakken.Se further information in the tender documentation and Annex 1 Annex 1A - the Contracting Authority ́s requirement specifications sub-contract A. Lot 2 — Sub-contract B: Framework agreement for consultancy, planning and engineering design within roads, water and sewage. (estimated 45000000.00): Sub-contract B: Framework agreement for consultancy, planning and engineering design within roads, water and sewage. Haugesund municipality (hereafter called the "Contracting Authority") shall enter into framework agreements for consultancy consultancy services. Parallel framework agreements shall be signed with up to two tenderers. The reason for the need is that the Contracting Authority is facing a number of large and smaller investment and maintenance projects in transport and municipal engineering infrastructure in the coming years, including through Bypakken Haugesund-Karmøy. An increased need for assistance is expected for consultancy and planning and engineering design work for this work. The framework agreement is for consultancy, engineering design services and technical assistance within municipal engineering infrastructure, including roads, water and sewage. The contracting authority needs uniform, sustainable and cost efficient solutions, based on good professional assessments and balanced trade-offs between technical, economic, environmental and social considerations. Within municipal engineering infrastructure, the projects will often involve complex framework conditions and a need for coordination across disciplines. Deliveries under the framework agreement shall therefore contribute to functional, robust and future orientated systems that safeguard requirements for quality, operation, maintenance, universal design, security and sustainability. See further information in the tender documentation and Annex 1 Annex 1B - the contracting authority ́s requirement specifications sub-contract B.
