1The Government of the People’s Republic of China has received a loan from the World Bank to finance the World Bank Loan China: Emerging Infectious Diseases Prevention, Preparedness and Response Project – Hainan Province Project (Global “One Health” Hainan Demonstration Project) and intends to use part of the proceeds of this loan to make eligible payments under the contract for Non-Consulting Services for the Training of Trainers on “One Health” Knowledge and Skills and the Grassroots Disease Prevention and Control Skills Competition for the Health and Healthcare System of Hainan Province (Contract No. HN-NS-17). 2CITIC International Tendering Co., Ltd., acting as the Procurement Agent and on behalf of the Hainan Provincial Disease Control Bureau (the “Purchaser”), hereby invites eligible and qualified Bidders to submit sealed Bids for the following Goods and related services: Contract No. HN-NS-17 Contract Title Non-Consulting Services for Training of Trainers on “One Health” Knowledge and Skills and the Grassroots Disease Prevention and Control Skills Competition for the Health and Healthcare System of Hainan Province Main Types and Quantities of Goods 1 unit Delivery Period 12 months from the date of signing and effectiveness of the Contract.

3This procurement will be conducted using the Request for Bids (RFB) method under National Competitive Procurement (NCP) in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (“Procurement Regulations”). All eligible Bidders meeting the requirements specified in the Procurement Regulations are eligible to participate in the bidding. 4Interested eligible Bidders may obtain further information from the address specified in this Invitation for Bids and may inspect or purchase the Bidding Documents from August 3, 2026 until the bid submission deadline on September 3, 2026, during the following hours on each working day, excluding Saturdays, Sundays and statutory public holidays: 9:00 a.m. to 11:30 a.m. and 1:30 p.m. to 5:00 p.m. (Beijing Time). 5Prospective Bidders should note the provisions of Clause 4 of the Bidding Documents, Instructions to Bidders, regarding eligibility and conflict of interest. All Bidders found to have a conflict of interest shall be considered ineligible. 6The qualification requirements for Bidders include the following: Business Scale The minimum average annual turnover for the years 2023 to 2025 shall be no less than CNY 1.5 million. Contract Experience The Bidder shall have successfully implemented at least three similar service contracts or training/skills competition projects during the past three years (from January 1, 2023 to the bid submission deadline) involving training for health and healthcare systems or health knowledge competitions and skills contests, with a value of not less than CNY 500,000 for each contract or project. The Bidder shall provide copies of the key pages of the relevant contracts or project documents, together with documentary evidence demonstrating the successful completion of the relevant contracts or projects. Technical Experience The Bidder shall provide, as part of its Bid, the relevant supporting documents demonstrating compliance with the following key personnel requirements. NO Position Qualification Requirements Area of Expertise Person-Months Required Supporting Documents 1 Team Leader A renowned scholar at the national or provincial level, with an academic background in medicine or a related field and at least 20 years of relevant work experience. The expert shall have excellent communication, material writing, presentation, and training skills. Experience in major domestic or international projects will be considered an advantage. Public Health, Epidemiology, and One Health 1 person, 12 person-months 1.Copies of the graduation certificate and degree certificate or other supporting documentation evidencing the degree. 2.Curriculum Vitae (CV) in a format of the Bidder’s choice. Supporting documents evidencing relevant work experience (such as relevant project documentation, a certification issued by the Employer, or a commitment letter from the Bidder).

2 Project Assistant At least 5 years of work experience in the field of public health; experience in similar projects will be considered an advantage. The Project Assistant shall be stationed at the project implementation unit and assist the project implementation unit and the Team Leader in project management, as well as in collecting and organizing project-related materials. Medicine or a related field 1 person, 12 person-months 1.Curriculum Vitae (CV) in a format of the Bidder’s choice. 2.Supporting documents evidencing relevant work experience (such as relevant project documentation, a certification issued by the Purchaser, or a commitment letter from the Bidder).

3 Public Health Expert At least 10 years of work experience, with a degree or professional background in medicine or a related field. Public Health 1 person, 8 person-months 1Copy of the graduation certificate and degree certificate or other supporting documentation evidencing the degree. 2Curriculum Vitae (CV) in a format of the Bidder’s choice. 3Supporting documents evidencing relevant work experience (such as relevant project documentation, a certification issued by the Purchaser, or a commitment letter from the Bidder).

4 Epidemiology Expert A professional technical expert with an academic background in epidemiology or a related field, experience in zoonotic disease
