Deze Europese openbare aanbesteding ziet op het verlenen van de opdracht voor het groen-onderhoud op rotondes, waarbij de opdrachtnemer als tegenprestatie een concessie inzake het exploiteren van reclame op de betreffende rotondes verkrijgt. Hierbij is het groenonderhoud het primaire voorwerp van c.q. de kernprestatie binnen de opdracht. De opdracht kent een tweetal scopedelen: 1. Hoofdscope: groen(onderhouds)werkzaamheden op rotondes; 2. Bijkomende scope: het recht tot plaatsen / exploiteren van reclame op rotondes, met daarbij de verantwoordelijkheid voor beheer, onderhoud, en schadeherstel van de reclamebebording. Zie aanbestedingsdocumenten. De omvang van de opdracht bestaat ten tijde van publicatie uit groenwerkzaamheden, met bijbehorende reclamerechten, voor 23 rotondes.
