De gemeente Utrecht is verantwoordelijk voor het organiseren van maatschappelijke opvang voor inwoners die dakloos raken. Het betreft gezinnen en alleenstaanden uit verschillende doelgroepen. Bij een tekort aan reguliere opvanglocaties wordt hierbij gebruik gemaakt van tijdelijke hotelopvang. Om passende opvang te bieden wil de gemeente raamovereenkomsten sluiten met meerdere hotels in Utrecht en omliggende gemeenten. Het aantal benodigde kamers verschilt per jaar, de gemeente verwacht over de gehele looptijd van de raamovereenkomsten (maximaal 4 jaar, inclusief verlengingen) tijdelijke hotelopvang af te nemen met een verwachte totale waarde van € 5.000.000,- exclusief omzetbelasting.
