Details

Aanleiding Waternet bevindt zich in een meerjarige ontvlechting. Na de eerdere fase is voor de verdere ontvlechting van de divisie Gemeenschappelijke Diensten (GD) externe ondersteuning gewenst. De ondersteuning wordt als een opdracht voor diensten in de markt gezet via een Europese openbare procedure. De aanbesteding beoogt rechtmatigheid, continuïteit, kennisborging en een beheerste overgang naar de nieuwe contractuele en organisatorische situatie te verenigen. Scope van de opdracht De opdracht betreft de integrale ondersteuning van de ontvlechting van de Gemeenschappelijke Diensten van Waternet. De opdrachtnemer levert ondersteuning op het gebied van programmamanagement, programmabeheersing, organisatorische transitie, projectmanagement en specialistische expertise die noodzakelijk is voor een beheerste en succesvolle uitvoering van het ontvlechtingsprogramma. De dienstverlening heeft betrekking op zowel strategische, tactische als operationele ondersteuning. Daarbij kan sprake zijn van consultancy, interim-capaciteit en werving & selectie van specialistische functies. De exacte behoefte en functierollen kunnen gedurende de looptijd wijzigen als gevolg van de voortgang van het ontvlechtingsprogramma. De overeenkomst dient daarom ruimte te bieden voor op- en afschalen van capaciteit en expertise. De nadere uitwerking van rollen, verantwoordelijkheden, gevraagde expertise, prestaties en werkwijzen wordt concreet en vollediger opgenomen in de Aanbestedingsleidraad en het Programma van eisen.
