De aanleiding voor deze opdracht is dat de warmtetransitie in Fryslân relatief langzaam op gang komt door de specifieke Friese context, waaronder kleine kernen, veel platteland, beperkte capaciteit en beperkte middelen. Van-uit deze context willen Provinsje Fryslân en de Friese Energietafel de ontwikkeling van kennis, samenwerking, pro-jectondersteuning en zichtbaarheid rondom duurzame warmte bundelen binnen één programmatische aanpak. Hieruit is het programma Waarm Fryslân ontstaan, dat zich vooral richt op uitvoerende taken en daarbij voor een deel bouwt op kennis en capaciteit uit de markt. Het programma Waarm Fryslân is gestart in 2021 als Missy Wetterwaarmte om aquathermie in Fryslân te versnel-len, maar is in de tussentijd doorontwikkeld tot een breder programma voor de warmtetransitie in Fryslân. De scope is daarmee verbreed van uitsluitend aquathermie als oplossing naar duurzame warmte als opgave, waarbij aquathermie nadrukkelijk een belangrijke kans blijft, maar niet langer de enige oplossingsrichting en focus is. De opdrachtnemer wordt gevraagd om die uitvoeringskracht te leveren die er in de regio nu te weinig is. Niet door beleidsdocumenten en uitgebreide onderzoeken te produceren, maar door acties uit te voeren die direct effect hebben op de omgeving.
