De opdracht betreft het integraal voorbereiden en realiseren van energiebesparende maatregelen (EML) binnen de vastgoedportefeuille van Defensie, met als doel om de gebouwen tijdig te laten voldoen aan de wettelijke energiebesparingsplicht en bij te dragen aan de verduurzaming van het Rijksvastgoed. De opgave kenmerkt zich door een grote omvang, hoge tijdsdruk en noodzaak tot opschaling, waarbij uiterlijk eind 2029 de EML-maatregelen moeten zijn gerealiseerd. Zie paragraaf 2.4.1 van de aanbestedingsleidraad.
