NASA Marshall Space Flight Center - Large Item Scrap Processing and Removal Term Contract IFB No. 2-1-QSC-T-26-112 AMENDMENT (1) NOTIFICATION – AUGUST 26, 2026 Amendment (1) has been issued for IFB No. 2-1-QSC-T-26-112. Prospective bidders are advised that the solicitation package has been revised to address stormwater and environmental permitting requirements, post-bid/pre-award documentation, Performance Guarantee timing, NASA Marshall Space Flight Center environmental coordination, and site access and inspection procedures. Among the revisions, the Apparent Successful Bidder will be required to obtain separate coverage under Alabama Department of Environmental Management (ADEM) General Permit ALG180000 – Salvage/Recycling as a condition of final contract award. Required bidder-controlled post-bid/pre-award actions, including applicable documentation, environmental coordination, permit submission activities, and the Performance Guarantee, are generally required within fifteen (15) business days after written notification that the bidder is the Apparent Successful Bidder, as provided in the amended IFB. Prospective bidders must review Amendment (1), the amended IFB, and all revised solicitation documents in their entirety before submitting a bid. Bidders are responsible for acknowledging Amendment (1) in accordance with the IFB. The U.S. General Services Administration (GSA) is soliciting sealed bids for a Large Item Scrap Processing and Removal Term Contract for Government-owned DEMIL A scrap located at NASA Marshall Space Flight Center (MSFC), Huntsville, Alabama. This is a project-driven term contract. Individual scrap processing and removal projects will be assigned to the awarded Contractor through Project Authorizations issued during the contract term. Projects may vary substantially in size, complexity, schedule, location, equipment requirements, and method of execution. Property may include large industrial equipment, aerospace hardware, test articles, pressure vessels, tanks, structural steel assemblies, manufacturing equipment, fabrication scrap, launch vehicle or propulsion-related hardware, obsolete machinery, oversized ferrous and non-ferrous scrap, and other Government-owned scrap designated for disposition. Projects may require dismantling, torch cutting, mechanical size reduction, rigging, crane operations, heavy lifting, loading, transportation preparation, removal, and incidental site cleanup and restoration. Bidders shall submit a single fixed unit purchase price in dollars per pound ($/lb) representing the amount the Contractor will pay the Government for each verified pound of Government-owned property removed under the Contract.

MANDATORY PRE-BID SITE INSPECTION A pre-bid site inspection is mandatory. NASA Marshall Space Flight Center is located within Redstone Arsenal. Prospective bidders must review the IFB and revised Site Access and Inspection Procedures for scheduling and all applicable NASA and Redstone Arsenal access, security, identification, visitor-processing, safety, and inspection requirements. Prospective bidders are encouraged to begin the inspection scheduling and access-approval process as early as possible. Certain access requests, including those involving Lawful Permanent Residents, foreign nationals, or other non-routine access, may require additional processing time and security approval. Failure to obtain required access and complete the mandatory pre-bid site inspection may result in a bid being determined non-responsive. STORMWATER AND ENVIRONMENTAL PERMIT REQUIREMENTS NASA Marshall Space Flight Center operates under National Pollutant Discharge Elimination System (NPDES) Permit No. AL0000221. The Contractor will not obtain or modify MSFC's facility permit. As a condition of final contract award, the Apparent Successful Bidder must obtain separate coverage under ADEM General Permit ALG180000 – Salvage/Recycling. Within fifteen (15) business days after written notification that it is the Apparent Successful Bidder, the bidder must complete required bidder-controlled pre-award actions, including coordination with NASA MSFC Environmental, preparation and submission of the applicable Notice of Intent and supporting documentation to ADEM, and provision of evidence of submission to GSA and NASA. The fifteen-business-day requirement applies to actions within the bidder's control. ADEM processing time following a timely and complete submission does not, by itself, make the bidder delinquent. Active ALG180000 coverage is required before final contract award. Refer to the amended IFB and Marshall SWPP Permit Procedures for complete requirements. PERFORMANCE GUARANTEE The Apparent Successful Bidder will be required to furnish a $60,000 Performance Guarantee within fifteen (15) business days after written notification that it is the Apparent Successful Bidder. The Performance Guarantee must be received and approved by the Government before final contract award. Refer to Section 5.2 of the IFB for complete requirements.
